The Position:

Under the direction of the Technical Operations Manager, the Technical Services Manager is responsible for oversight and management of all processes, personnel, and equipment within an assigned area of the Technical Services Department. Success is defined as the effective development and retention of talent, efficiency of operations, proactive risk management and compliance with all internal and external policies, procedures, and ethical standards.

The Location:

  • Projects will vary by location throughout the local area, or the state, so reliable transportation and/or a willingness to travel to any job site is required as needed.

The Candidate:

  • Bachelor's Degree or higher in an Engineering or Science discipline or equivalent combination of education and experience.
  • Holds or is qualified for a current WisDOT HMA-TPC (WI), IDOT - HMA II (IL), or MDOT (MI) certification.
  • A registered professional engineer with a minimum of 5 years' experience in inspection and testing of road and paving materials and construction; however, in place of being a registered professional engineer, a person with equivalent science-oriented education and/or 10 years' experience in having satisfactorily directed testing or inspection services, or both, of road and paving materials is acceptable.
  • Demonstrated problem solving skills.
  • Proven ability to manage multiple complex projects simultaneously.
  • Must demonstrate excellent written and verbal communication skills.
  • Ability to travel locally and regionally as needed.
  • Knowledge of the principles, practices, specifications and procedures of the industry.
  • Certifications from WI, IL, and MI, as necessary, for testing aggregate, asphalt, and concrete

What to Expect:

  • Audits projects and laboratories in the region to ensure that the required testing and reporting is executed on time and in accordance with company policies, procedures, and standards
  • Fosters a productive and enthusiastic Technical Services team while developing talent
  • Monitor the flow of work between Technical Services and other departments and personnel in the organization, requesting input and recommending improvements where appropriate. Aligns relevant plans for own area with company-wide strategy, adapting as needed
  • Foster effective intra- and inter-departmental collaborations to accelerate work processes, communication of information and manage issues timely and effectively
  • Frequently audits daily test results, identifying potential concerns and supports the Quality Control Supervisors in proactively addressing those concerns
  • Promote a proactive environment with the entire Technical Services Team, as a part of risk management and product compliance
  • Assists with production troubleshooting and corrective actions to reduce risk as required or requested
  • Analyzes, addresses, and communicates all non-conforming material or installation concerns - including recommended solutions - with the appropriate internal and external staff to minimize further risk
  • Ensures that the administrative requirements of the region are properly prepared and reported. Also ensure that routine company administrative policies are followed by all team members, such as time sheets, purchase cards, services agreements, lease agreements, and purchase order requirements
  • Ensures all equipment is maintained, in good working condition and calibrated with the proper records available
  • Ensures all team members are properly trained, supervised and equipped with the necessary tools and equipment to guarantee their personal safety in the office, laboratory, and construction project sites and vehicles
  • Is the regional expert on current material specifications, process control, and material production and installation troubleshooting
  • Shows creativity and foresight in applying cross-functional knowledge to arrive at innovative solutions
  • Perform other related duties as required and assigned
